I work with institutions, operators, local governments and consultancies on energy policy, power sector governance and international cooperation. Short and medium-length assignments, in France and internationally, with one simple principle: the work starts from the client's files, not from a catalogue.
Types of assignments
Sector diagnostics and framing notes
Electricity markets and grids, regulation, concessions, sector reforms. Institutional interviews, documentary and regulatory analysis, international comparisons, organisational recommendations.
Capacity building and training design
Catalogues, career-track curricula and modules for executives, elected officials and staff, from initial diagnosis to delivery.
Stakeholder engagement and social acceptability
Dialogue with users and local authorities, tariff pedagogy, stakeholder mapping. Acceptability is treated as a risk factor on reform outcomes, not as a communications issue.
Institutional and crisis communications
Sensitive files, environmental controversies, relations with elected officials, administrations and the media.
Case study: power sector reform in a Central African state (2026)
Independent field mission conducted in 2026 in the capital of a Central African state, within the environment of a power sector reform programme financed by a multilateral donor (a Program-for-Results operation).
- Institutional interviews across the sector: the programme's coordination unit (ministry in charge of energy), the national rural electrification agency, a bilateral donor present in-country.
- Deliverables handed to the programme coordinator: a vision note proposing to develop a national institution into a regional school for Central Africa's electricity workforce; a training catalogue (23 modules, 6 career tracks, 1 regional capstone project); a technical support proposal.
- Results-linked design: documents designed to serve the results indicators of a Program-for-Results operation (disbursement tied to results, not expenditure) and the regional integration agenda of the regional power pool.
- Acceptability module: securing reform outcomes — user acceptability, tariff pedagogy after a prolonged freeze, smart meter roll-out, engagement with users and local authorities.
Methods
Semi-structured institutional interviews, documentary and regulatory analysis, comparative case studies, multi-criteria international benchmarking, stakeholder mapping, training design. Written and oral deliverables in French and English.
