Romain Blachier is an expert in energy policy and energy geopolitics. He has worked for eighteen years in renewable electricity, as an innovation project lead: hydropower concessions, energy markets, storage and flexibility, territorial dialogue. An elected official of the City of Lyon and councillor of the Lyon Metropolis for twelve years (2008-2020), he sat on the economy and energy committee and on the local energy agency.

An associate fellow at the Fondation Jean-Jaurès (Climate-Energy, Sub-Saharan Africa and Asia-Pacific observatories), a civil society member of France Stratégie's CSR Platform and a registered energy expert with the African Development Bank, he has taught energy markets, geopolitics and policy at business schools and universities since 2010, in French and English, at around 180 hours per year.

President of the France-Formosa association since 2012, he has carried out two official missions to Taiwan at the invitation of the Ministry of Foreign Affairs (2019, 2025) and publishes regularly in the Taiwanese and international press. In July 2026 he conducted a field mission in Yaoundé alongside Cameroon's power sector reform programme and gave a lecture at IRIC (University of Yaoundé II). His analysis appears notably in the Taipei Times, African Arguments, Le Temps, Telos, Revue Conflits and for Terra Nova.
