I published an analysis in Revue Conflits of China’s ethnic unity law and its international reach.
This legislation does not stop at the borders of the People’s Republic: it aims to regulate the behaviour and identities of Chinese communities worldwide. This represents an unprecedented form of normative extraterritoriality, embedded within the Chinese Communist Party’s broader strategy of political control beyond its borders.
The article examines the text of the law, its enforcement mechanisms, and the implications for Chinese diaspora communities abroad — as well as for the states that host them. It raises a fundamental question: how far can a state claim to legislate over its nationals and ethnic minorities beyond its own borders?
