Energy and geopolitics, around one question: who really decides, and with what means.
I work on energy policy and the governance of the power sector, with two main fields: Central Africa and the Indo-Pacific, Taiwan in particular (energy security, semiconductors, China-Taiwan relations).
One thread runs through all of it: the gap between the authority an institution holds on paper and its actual capacity to act. That holds for a regulator, for a metropolitan authority, for a national utility.

- 18 years in the energy sector (electricity generation).
- 12 years as an elected official in the Lyon metropolitan area (culture, digital, international).
- Lecturer since 2010: emlyon business school, Grenoble École de Management, ENTPE, UCLy — Université catholique de Lyon, Université catholique de Lille, HEIP, ILERI, IRIS Sup'. Scheduled for 2026-2027: École Centrale de Lyon, INSA Lyon.
- Registered energy expert with the African Development Bank.
- Associate fellow at the Fondation Jean-Jaurès and member of the civil-society college of the Plateforme RSE (France Stratégie).
- President of the France-Formosa Association.
