About
Energy and geopolitics, around one question: who really decides, and with what means.
I work on energy policy and the geopolitics of energy, from OPEC+ oil to power grids, with two main fields: Central Africa and the Indo-Pacific, Taiwan in particular (energy security, semiconductors, China-Taiwan relations). French nuclear power in a heatwave, straits and oil rent are part of my subjects too.
One thread runs through all of it: the gap between the authority an institution holds on paper and its actual capacity to act. That holds for a regulator, for a metropolitan authority, for a national utility.

Background
- Energy. Eighteen years in the renewable electricity sector (since 2008), currently as an innovation project manager.
- Local government. Twelve years of executive office in the City and then the Metropolitan area of Lyon (2008-2020): culture, digital, international.
- Teaching. Since 2010, some 180 hours a year, in French, English and Spanish. In 2026-2027: emlyon business school, Grenoble École de Management, ENTPE, UCLy — Université catholique de Lyon, Université catholique de Lille, HEIP, ILERI, IRIS Sup'. Scheduled for 2026-2027: École Centrale de Lyon, INSA Lyon. Plus an annual guest lecture series in Spanish at the Universidad de Granada.
- Research. Doctoral thesis in preparation at Université Lyon 2 on the governance of the electricity transition, co-supervised by Stéphane Cadiou (Triangle) and François-Mathieu Poupeau (LATTS/ENPC).
- Institutions. Associate fellow at the Fondation Jean-Jaurès, member of the civil-society college of the Plateforme RSE (France Stratégie), energy expert listed with the African Development Bank since 2025.
- Taiwan. President of the France-Formosa Association since 2012; two official missions to Taiwan at the invitation of the Ministry of Foreign Affairs (2019 and 2025).
- Advisory and training. Assignments and training delivered through Lapin Bleu, an independent firm based in Lyon and a registered training provider. See assignments.
Fieldwork
Three regions of work: French-speaking Africa, Europe, the Indo-Pacific. Fieldwork in Cameroon, Cambodia, Ukraine and Taiwan. In July 2026, a mission on the power sector reform of a Central African state, followed by a lecture at an international relations institute in the region. What I see in the field ends up in a lecture, then in an article.
